Your View: Council rules

I WAS wondering how come there are different sets of rules for different people and businesses.

I thought years ago the Copper Coast Council brought in that you could not put a secondhand dwelling or building on your block of land.

My question is, how come a second-hand tin building from the Poona Mine site could be relocated at North Beach, Wallaroo, just by the toilets? I have no objection to a cafe or whatever, my objection is how do the rules change for certain projects?
