TO clarify matters for the mathematically confused ( YPCT 21-12-17) if only 79 per cent of those eligible actually voted in the recent poll, then it is accurate that 79 per cent of 62 per cent is approximately 49 per cent.
By the same logic 79 per cent of 38 per cent, i.e. those who voted no becomes 30 per cent.
Or to put it this way – less than one-third of the population actually voted no.
Which some might think represents a substantial vote for change.
